3. Make sure line is selected. In Command Panel, go to Create>Geometry tab. Choose Compound Objects from drop down list. Then click Loft button. In Creation Method rollout, click Get Shape button, then click Rectangle in viewport. You now have a road.
4. With road object still selected, go to Modify tab. Open Skin Parameters rollout. Activate Optimize Shapes. This option will remove un-necessary polygons, making road object looks more simple.
5. Convert road object into Editable Poly (right click and choose Concert To>Convert To Editable Poly). Then, activate Polygon selection. In Front or Left viewport, select all vertical and bottom polygons. Don't select any top polygons. Then delete selected polygons. When finished, de-activate all sub-object selection.
